Garrett Colli

Representing developers, financial institutions, landowners, and energy companies, Garrett J. Colli assists clients with land use and environmental matters. 

Garrett coordinates and implements land use entitlement and environmental compliance strategies for residential, commercial, industrial, and renewable energy projects. He also negotiates purchase and sale agreements, leases, easements, and related transactional documents in support of development projects, with an emphasis on post-entitlement project implementation and streamlining mechanisms. Garrett has experience in subdivision mapping, street and utility construction and dedication, and negotiation of related agreements with public agencies and utilities. 

Garrett advises clients on California Environmental Quality Act compliance and secures approvals under the Subdivision Map Act, the Clean Water Act, and the Federal Land Policy and Management Act. He represents clients at public hearings to obtain zoning approvals and defends clients in regulatory enforcement proceedings, including actions by the U.S. Environmental Protection Agency, regional water quality boards, and local agencies.  

Garrett represents major mixed-use developers in the Bay Area encompassing more than 20,000 housing units with related commercial and retail components, among other projects. He also represents major energy companies in solar; wind; battery storage; and transmission project permitting, development, acquisition, and disposition.
