Gabe Khoury

Gabe Khoury advises companies and executives operating in highly regulated, technology-driven industries, including fintech and crypto, sports, prediction markets, social media, automotive, and gaming. He routinely helps clients navigate U.S. and international regulatory frameworks, from state-level requirements to emerging global standards.

On the regulatory side, Gabe counsels payment processors, social media companies, prediction markets, digital asset exchanges, stablecoin issuers, trust companies, and other financial institutions on U.S. federal and state requirements. His work includes the Bank Secrecy Act and anti-money laundering compliance and state money transmission licensing, as well as federal and state regulatory requirements.

In technology transactions, Gabe advises fintech, payments, and digital asset clients throughout the life cycle of their commercial arrangements, from early-stage product counseling through contract negotiation and launch.

In investigations and disputes, Gabe represents platform clients and financial services firms in enforcement matters involving the Financial Crimes Enforcement Network (FinCEN), DOJ, SEC, the Commodities Futures Trading Commission (CFTC), and state financial services and gaming regulators, including insider trading inquiries. He also advises major online platforms in responding to subpoenas and state attorney general civil investigative demands under the Electronic Communications Privacy Act and related state laws.

Gabe's experience in the Middle East informs his work with multinational clients. Fluent in Arabic and familiar with the region's business and cultural context, he helps companies manage cross-border regulatory risk and handle sensitive matters involving international authorities.

Gabe maintains an active pro bono practice, assisting startups and nonprofits address regulatory requirements and grow responsibly and representing clients in asylum and criminal matters. He holds leadership positions in local and national bar associations.
